At the April 14 hearing the Planning Commission took a series of procedural and action votes. Commissioner Johnson moved to continue items 1 and 12A/12B (including the Folsom Street project at 2906) after staff said late‑filed material on rent control and affordability changed the project scope; the motion passed unanimously 4–0.
Under the consent calendar, the commission approved two conditional use authorizations (Items 3 and 4) by roll call, 4–0. The commission then considered several formula retail change‑of‑operator or new‑formula retail conditional use authorizations: 45 RPM at 1905 Fillmore (Item 9), Lemonade Cafe at 16 West Portal (Item 10) and LaserAway at 410 Castro (Item 13). Staff recommended approval in each case; proponents and neighborhood merchant associations offered support, and the commission approved each conditional use authorization unanimously 4–0.
On the Discretionary Review calendar the commission considered an addition at 161 Hammerton Avenue (Item 14). Staff reported neighbor concerns over height and depth but noted design changes and neighbor support; the board voted not to take discretionary review and approved the project as presented, 4–0.
