The commission approved several commercial conditional use requests on April 28, including a Space NK cosmetics store at 2000 Fillmore Street and two Grocery Outlet supermarkets at 1390 Silver Avenue and 1245 South Van Ness.
Space NK (Space NK Apothecary), which operates 64 stores internationally and two California retail locations, proposed a roughly 1,100 square‑foot ground‑floor specialty retail store in the Upper Fillmore neighborhood. Staff recommended approval; commissioners noted the store would activate a vacant storefront and the motion to approve carried by the recorded vote.
Grocery Outlet representatives described a discount grocery model that acquires surplus and package‑change inventory to sell at 40–60% below traditional grocers; sponsors emphasized significant neighborhood outreach, local hiring commitments and partnerships with community organizations. The 1390 Silver Avenue store drew support from the Portola Neighborhood Association and several local nonprofits; the Mission site at 1245 South Van Ness drew similar outreach and neighborhood endorsements. Commissioners across the dais supported grocery retail in underserved locations and approved both conditional use authorizations (votes recorded as unanimous in each case).
