The application included architectural screening walls along Howard and Kissling to conceal stacker systems and landscaping to improve the streetscape.
Sponsor representatives said the stackers will consolidate storage, reduce off‑site parking loops and improve operations. Royal Motors agreed to neighbor concessions including reducing stacker levels adjacent to a neighboring property and installing a sound/visual wall and lighting and cameras along Kissling Street. Commissioners added a condition requiring ongoing maintenance of landscaping and that screens be kept graffiti‑free.
The commission's motion ties the approval to the Royal Motors operation at the site and makes clear that a change of use or sale to another user would require a new review. The motion passed 6–0. Commissioners said the project supports PDR (production, distribution and repair) employment and improves pedestrian conditions by eliminating curb cuts.
