The Planning Commission on Feb. 11 recommended approval of a planning code amendment to rezone the parcel used as the Noe Valley farmers market (386 4th Street) to public and open space.
Jeff Creighton, legislative aide to Supervisor Wiener, described the community effort to acquire the parking lot and the fundraising and grant support that enabled the purchase. Planning staff recommended rezoning to public/open space to secure the site for park purposes consistent with acquisition terms and the general plan. Staff noted grants from the State Department of Parks and Recreation and other partners.
Todd David, neighborhood organizer and president of the Noe Valley Town Square effort, and multiple neighbors testified in support, citing years of outreach and the project’s role preserving a farmers market and delivering long‑sought park space. Rec Park and the Parks Alliance also testified in favor. Commissioners praised the grassroots process and urged the project team to document lessons learned for other neighborhoods.
Motion: The commission adopted a recommendation for approval; vote was unanimous 5‑0. The rezoning advances the project toward encumbrance and detailed design and subsequent agency permits (e.g., Rec and Park/DPR and DPW for an encroachment permit).
