The Planning Commission approved a conditional use authorization Feb. 4 for a combined surf shop and limited restaurant/coffee bar at 3606 Taraval Street, a western‑most commercial block near Ocean Beach that commissioners and the applicant described as under‑served by local retail and food service.
Applicant Eddie (Tom) Choi said the mixed retail and front‑of‑store coffee bar will activate a long‑vacant storefront, support local foot traffic around the newly improved streetscape and offer products geared to surfers and coastal outdoor users. Staff noted the block’s concentration of eating and drinking uses would rise only slightly (from approximately 63% to 65% within 300 feet) but recommended approval because the project includes a retail component and would replace a vacant unit.
Some residents urged caution: one speaker said the block has seen many new food‑and‑drink approvals and warned of cumulative impacts on parking, traffic and neighborhood character. The sponsor emphasized limited on‑site food prep, a small footprint, and a neighborhood focus. The Commission voted to approve the proposal by unanimous vote.
