The planning staff recommended approval, saying the proposal met the required locational criteria and that the applicant (the Apothecarium, operator of a long‑running Castro dispensary) offered a track record of security, neighborhood programming and philanthropy. "MCDs do not appear to have a negative impact on crime or community safety and may improve safety in certain neighborhoods as they provide additional eyes on the street," staff noted in a March 2014 evaluation that was cited during the hearing.
Supporters included patients, neighborhood merchants and nonprofit leaders who praised the Apothecarium's record at its Market Street location and said northern neighborhoods lack convenient, reputable medical access.
