The Planning Commission unanimously recommended on Oct. 22 that the Board of Supervisors approve department‑sponsored legislation to establish a Japantown Neighborhood Commercial District (NCD). Steve Wertheim of the Planning Department described the district boundaries (roughly Fillmore–Laguna, Buchanan to halfway between Sutter and Bush), the policy objectives from the Japantown Cultural Heritage and Economic Sustainability Strategy (JHS), and provisions including parking maximums, a ground‑floor retail requirement and a 5‑foot height bonus tied to retail ceiling height.
The Japantown Task Force, local property owners and community organizations expressed support in public comment. Bob Hamaguchi, executive director of the Japantown Task Force, urged the commission to move the ordinance forward and noted the board and community endorsements in favor of tailored commercial controls.
Commissioners asked clarifying questions about formula retail rules, ground‑floor ceiling thresholds for the height bonus and how the rules compare to other NCDs. Staff described the retail‑frontage requirement (active retail along the first 25 feet of frontage) and explained the general code approach to formula retail and formula‑retail conditional use review.
The commission voted unanimously to recommend approval to the Board of Supervisors.
Next steps: the recommendation will be forwarded to the Board of Supervisors, which Supervisor Breed’s office indicated is willing to sponsor the legislation.
