Commission approves Rincon Hill in‑kind agreement, a Lucky/Wells Fargo branch and routine consent items

At its Sept. 10 hearing the Planning Commission approved an in‑kind agreement for 45 Lansing Street (Rincon Hill) in which the project sponsor will provide streetscape improvements in lieu of a portion of area plan impact fees. Planning staff said the work — bulb‑outs, special paving, landscaping and sidewalk furniture along Harrison Street — would implement elements of the Rincon Hill Streetscape Plan and advance improvements earlier than the Public Works schedule; the Commission approved the fee waiver (approx. $668,045) unanimously.

The Commission also granted conditional‑use authorization for a small 690‑square‑foot Wells Fargo in‑store financial service inside Lucky Supermarket at 1750 Fulton Street, finding the use compatible with the neighborhood commercial shopping district; the CUA passed on a 5–0 vote.

Earlier in the meeting the Commission handled routine consent business: it voted to continue specified agenda items for re‑notice (items 1A, 1B and 2), approved consent calendar items including two conditional use authorizations and adopted draft minutes for Aug. 13, 2015. Item 12 (a separate conditional‑use matter at 2186 Gary Boulevard) was continued to Oct. 22 after staff reported that more than 20% of mailed notices had been returned and the zoning administrator advised re‑noticing.

What’s next: The in‑kind agreement will proceed toward implementation by Public Works coordination; the Wells Fargo branch will proceed under the terms of the CUA; the continued items will return on their new dates for further review.
