The San Francisco Board of Appeals on Nov. 10 granted an appeal and authorized a conditional permit for work at 4341 Ulloa after the permit holder and appellant reported they had reached a negotiated settlement.
Planning Department deputy zoning administrator Scott Sanchez told the board the revised submission is code‑compliant and that parties had worked cooperatively toward a settlement. Deputy building inspection staff likewise told commissioners the plans meet building code requirements. Commissioners discussed whether conditions tied to the settlement should run in perpetuity or be handled through the ordinary permit/appeals process. Vice President Rick Swigg and other members said they preferred keeping the outcome close to a normal permit process while ensuring outstanding code issues are addressed.
On a motion by the board president, commissioners voted to accept the appeal, require the adoption of the revised plans as a condition of issuing the permit, and instruct staff to work with the permit holder on the process for submitting the revised plans. The motion carried 4–0. The board directed staff to contact the permit holders with next steps.
