"The preparation of an EIR is required when the proposed project could result in significant impacts," staff said in their presentation describing the PMND process and the mitigation measures included. Staff argued that where mitigation is agreed and adopted, a mitigated negative declaration is appropriate and that the PMND analysis addressed anticipated impacts in air quality, noise, parking and housing relocation scenarios.
