The commission unanimously approved a conditional use authorization for Market on Polk, a grocery and food‑service concept to occupy a vacant corner site at Polk and Clay Streets, after the sponsor committed to community outreach and rooftop design/mitigation measures.
Planning staff described the project as a neighborhood‑serving grocery occupying approximately 9,372 square feet of ground‑floor space and including accessory restaurant/food service uses distributed within the grocery footprint. The sponsor, Chris Foley, said the project will emphasize local hiring and community partnerships and that the rooftop amenity was requested by the community during outreach and built at substantial cost to the applicant.
Neighborhood groups expressed general support for a grocery at the corner and asked for conditions to control rooftop noise (limiting heating lamps, late‑night operations and delivery timing) and to ensure alcohol controls and management for any on‑site ABC type 41 service. Commissioners requested details on rooftop screening, noise abatement and delivery logistics; applicant said the roof deck incorporates significant noise‑mitigation measures and that store operations will coordinate with police and city agencies as needed.
The commission voted to approve with conditions that limit rooftop impacts, clarify delivery and loading logistics, and require finalized accessibility and noise‑mitigation plans in the construction submittal.
