Leandre Davis, the project designer, presented existing and proposed floor plans, described the relocation of kitchen functions to the rear, and said the proposal includes a full restroom and a beer‑and‑wine service, not a full bar.
Commissioners debated whether the streamlined package supplied to the commission contained sufficient visuals and context. Commissioner Moore pressed for plans in the packet; Dan Snyder of the Planning Department explained the current CB3P policy discourages plans for non‑physical change projects but offered to provide on‑file plans electronically. After discussion, Commissioner Moore moved to continue to allow submission of drawings; that motion failed for lack of a second. A separate motion to approve the use with conditions carried 6‑1, with Commissioner Moore voting against on the record because he felt the submittal was incomplete.
Staff will finalize standard conditions related to trash, cleanliness and operation and the applicant will proceed to building permits and required inspections.
