Board continues 16th Avenue deck dispute to allow neighbors, permit holder to agree on materials
Summary
Neighbors and the determination holder are close to a settlement on privacy screening for a rebuilt deck at 482 Sixteenth Avenue but have not finalized materials; the Board of Appeals continued the variance appeal to March 10 and asked parties to return with agreed materials, with the caveat that fences above 10 feet require variance.

The San Francisco Board of Appeals on March 3 continued a disputed variance and appeal over a rear deck and relocated stairs at 482 Sixteenth Avenue so neighbors and the permit holder could finalize privacy materials and any private settlement terms.
Appellant Mary Parks and Edmund Louie described sightline and privacy impacts to a bathroom window caused by a reconstructed deck and new stairs. The determination holder said it proposed a one‑foot riser and a cedar slatted screen and offered up to $2,500 in matching funds to allow neighbors to "beautify the backside" of the fence; parties also discussed opaque materials that admit light but preserve privacy.
Planning staff and DBI cautioned that any fence or riser higher than 10 feet would require a variance and that the board wanted the final materials and drawings so it would not have to revisit the matter multiple times. President Daryl Honda set a firm return date so the board would make a final decision: continued to March 10 to allow the parties to reach an agreement and present final materials.
Next steps: parties agreed to continue negotiations and to return with a final materials proposal and any settlement language; staff will place the item high on an upcoming calendar for decision on March 10.
