The Planning Commission on Oct. 23 approved a large‑project authorization for a 69‑unit residential building at 815–825 Tennessee St. in Dogpatch, with conditions to refine the design and better integrate the preserved brick façade.
Department staff (Rich Sukray) described the project: a five‑story building with 69 dwelling units, 48 parking stalls and on‑site affordability of 10 ownership units. The sponsor, Rome Development (Jonathan Amami), said neighborhood outreach and multiple design iterations produced a proposal that retains a corner section of the existing brick building and adds publicly accessible courtyard space.
Public commenters were split. John Loomis urged fuller adaptive reuse of the brick Tsingtong Yang building, arguing for preservation of historic fabric. Susan Eslick, vice president of the Dogpatch Neighborhood Association, said the developer was responsive and the association unanimously endorsed the revised design. Commissioners requested additional materials and coordination on the masonry color palette and restoration of select windows; Commissioner Antonini moved to approve with those conditions and the motion passed unanimously.
Next steps: staff will work with the project sponsor on facade materials, window restoration and to study whether a small retail component is feasible for the preserved corner. The project sponsor agreed to continue coordination with the Dogpatch Neighborhood Association.
