Neighbors win continuance after alleging inaccurate plan sets on discretionary review

At the start of the discretionary review calendar the Commission heard public comment from preservation architect and neighbor Michael Garavaglia and immediately adjacent residents who said the plan set for case 2013.1590 D contained measurement errors and missing scales that made the packet unreliable for public review.
Garavaglia, who identified himself as a preservation architect and neighbor, told the Commission that "the documents that you have in front of you... have been known to be inaccurate since April" and showed sketches claiming a critical dimension was "inaccurate by, over 3 feet," favoring the development project. Immediate neighbors Tom and Georgia Shudish said the sponsor’s plan set failed to depict the sponsor’s renovated house and that a scale bar was missing from the packets sent to the public.
Project counsel and the architect disputed the magnitude of the error. David Silverman, for the project sponsor, said the plans are "complete and correct as they are" and characterized concerns about the front elevation as a matter of a few inches. Architect Ryan Nock said survey work and corrected sheets had been submitted to Planning and that differences were on the order of about 10 inches between ridgelines.
Commissioner Moore and others expressed concern about legibility and standard of care for applicant submissions, citing missing scales and unclear dimension strings in the electronics and printed packets. Commissioner Richards moved to continue the item; the motion to continue the discretionary review to Dec. 11, 2014 passed unanimously 7–0 to allow updated, legible plans to be circulated to the public and the Commission.
