Board of Appeals rescinds revocations and allows consolidated permit process for 20 Second Street project

The San Francisco Board of Appeals voted to rescind revocations and reinstate permits tied to the 20 Second Street project after the parties told the board they reached a settlement.

Appellant representative Scott Emblidge told the board that the project sponsors and city departments had worked through outstanding issues and submitted a new consolidated plan set. "We have worked diligently with both planning and building," Emblidge said, asking the board to "rescind the revocations and reinstate the current permits" so the consolidated permit can replace the canceled permits.

Joe Duffy, senior building inspector with the Department of Building Inspection, said the parties had met on site multiple times, produced a full set of revised drawings intended to address DBI notices of violation and planning enforcement, and that inspections already performed would be carried forward into the consolidated permit. Scott Sanchez of the Planning Department echoed that staff has reviewed updated materials, that required variance applications were submitted and that neighborhood-notification steps would follow.

Commissioner Swig moved to grant the appeals, overturn the revocation requests and reinstate the permits to allow cancellation within 30 days based on the parties' agreement. The motion carried 4-0.

The board's action restores the prior permitting status so the project sponsor can submit the consolidated permit package for formal review. DBI said it will process cancellation requests and carry over inspection records to the new consolidated permit once the paperwork is filed.

The board did not set additional conditions on the reinstatement beyond requiring the parties to follow the established DBI and Planning review processes. The appealed items are now closed at the Board of Appeals level and the consolidated permit review will proceed through the regular departmental channels.
