The Planning Commission approved a large project authorization on July 24 for a mixed‑use redevelopment at 346 Potrero Avenue that will replace a car wash and billboard with a nine‑story, 85‑foot residential building offering up to 70 for‑sale units and 1,600 square feet of ground‑floor retail.
Diego Sanchez of Planning staff outlined the project's actions under code—large project authorization for height and bulk modifications and adoption of MMRP findings. The sponsor, Trimark/TrueMark, described community outreach and commitments including park contributions to Franklin Square: an initial capital contribution ($50,000) and ongoing HOA funding for park maintenance.
Support and labor commitments: Several construction trade unions and neighborhood groups testified in support, noting union hires, apprentice opportunities and the developer’s SOMA Pathways workforce program that promises apprenticeship placements and outreach. Friends of Franklin Square and merchants also testified in favor of the project.
Why it matters: The project provides 70 new units (including 11 on‑site inclusionary units) and roughly $966,000 in development impact fees, according to staff, and replaces a blighted property. Staff recommended approval with conditions; the commission voted to approve the project with conditions.
Vote and outcome: The motion to grant the large project authorization and adopt the MMRP passed by roll call vote with unanimity recorded at the hearing.
