Planning Commission backs Vision 0 goal to eliminate traffic fatalities by 2024

The Planning Commission voted 7-0 to recommend support for Vision 0, a citywide commitment to eliminate traffic fatalities within a specified timeframe and to prioritize pedestrian and bicyclist safety in planning documents.
Lily Langlois of the Planning Department summarized the resolution and said the proposal would fold Vision 0 goals into near- and long-term planning documents and encourage project sponsors to incorporate pedestrian- and bicycle-safety measures. Megan Weir, an epidemiologist with the Department of Public Health and co-chair of the Vision 0 Task Force, said the city—s analysis shows pedestrian injuries are concentrated: "At least 800 pedestrians are injured on our streets each year" and a small share of streets accounts for a disproportionate number of severe and fatal injuries. She emphasized equity, saying severe injuries are concentrated in districts with higher populations of seniors, disabled residents and non-English speakers.
Public commenters from the San Francisco Bicycle Coalition, WOC San Francisco and neighborhood groups urged that mitigation and funding be prioritized for the most affected corridors. Commissioners discussed education, enforcement and mitigation funding priorities and the utility of tools such as countdown pedestrian signals. Commissioner Borden moved to adopt a recommendation of support; the motion was seconded and passed unanimously 7-0.
The commission—s recommendation aligns planning review and project conditions with the city—s Vision 0 accountability structures and directs the Planning Department to coordinate with other agencies on implementation.
