Kate Connor of the Planning Department said the nine‑story building would provide 83 units restricted to households at or below 50% of area median income, with 40 units targeted to homeless or at‑risk households at 30% AMI, ground‑floor retail, and no on‑site parking. The department recommended approval, finding the requested Planning Code Section 309 exceptions and variances were warranted for rear yard and open‑space exposure given the project’s public benefit and urban context.
Emily Lynn, TNDC associate director, explained the sponsor secured additional state funding and tax‑credit financing to make the project feasible. Architect Daniel Solomon presented massing, courtyard and roof‑deck open space, and a proposed public art element for the prominent west wall.
Public testimony included housing advocates and service providers urging rapid approval; several neighbors and community groups also sent letters of support. Commissioners noted the project’s priority status and its contribution to the city’s affordable‑housing goals, then voted to approve the project with conditions and findings (motion passed unanimously).
