Residents press Planning Commission to scrutinize Warriors arena and Seawall Lot 330 plans

Residents of South Beach, Rincon Hill and Eastern SoMa used the meeting’s public‑comment period to press the Planning Commission to treat the proposed Warriors arena and the Seawall Lot 330 development as a neighborhood‑scale planning decision.

Gail Cahill said neighbors are “counting on you guys to all do your jobs,” urging careful review when the project is presented next week. Robert Scripp called on the commission to take a leadership role to preserve the Eastern Neighborhoods plan and to examine alternate locations rather than approving piecemeal projects that may undermine long‑range planning.

Speakers highlighted traffic congestion and pedestrian safety, saying the area already faces “choke points” on routes to the Bay Bridge and the Embarcadero. David Hartsell described existing traffic and garage access issues and urged earlier Planning Commission involvement rather than later-stage reviews.

Several commenters asked the commission to insist on timely and complete environmental documentation, to reopen public scoping if the project’s third iteration materially differs from prior versions, and to require robust alternatives analysis in any EIR. Former commissioner Rudy Northenburg said the timeline for consideration is compressed and warned against political pressure that might short‑circuit thorough review.

Commissioners acknowledged the concerns and flagged the upcoming presentation by the project architect and staff, noting the commission’s jurisdiction over the west side of the Embarcadero and the need for commissioners to ask substantive questions when the project is before them.
