Commission approves Kilroy’s 350 Mission expansion for Salesforce; sponsor will pay additional fees for extra floors

Kilroy asked the commission to amend previously approved entitlements for 350 Mission to add as many as six floors (bringing the building to roughly 455 feet and up to ~420,000 square feet) for a Salesforce build-to-suit. Planning staff described the unusual procedural situation: the building was permitted and under construction under earlier entitlements when the Transit Center District Plan rezoned the area to allow greater heights, and Kilroy sold the site and began construction before requesting the additional floors.
Neighbors asked for a continuance and raised concerns about noticing, shadows and whether the additional floors should be eligible for fee deferral programs. Staff confirmed standard notices were mailed and posting occurred; DBI advised that because the original project had been permitted prior to the lapse of the fee-deferral legislation, the project as a whole remained eligible for the administrative fee-deferral mechanism in place, but sponsor representatives said they would not seek deferral for the newly added floors. Commissioners discussed the tradeoffs and approved the request, noting the sponsor’s stated intent not to pursue fee deferral for the additional floors.
