Planning Department unveils CADEX map and new CEQA procedures; commission advises Clerk to let rule take effect

Sarah Jones, the Planning Department's Environmental Review Officer, presented the department's implementation plan for Administrative Code Chapter 31 (CEQA improvements). The presentation covered a newly launched exemptions posting page and interactive map (published July 1, 2013) that allows users to find CADEXs by address, by panning the map, or via a table listing. Laura Lynch demonstrated how the map displays exemptions, links to Department of Building Inspection permit pages, and differentiates "certificate" versus "checklist" postings.
Jones told commissioners Chapter 31 clarifies the "approval action" that starts appeal windows, standardizes the content of exemption determinations (project description, type of exemption, approval action), prioritizes 100% affordable housing and bicycle/pedestrian safety projects in environmental review, and calls for subscription-based electronic notification and additional interdepartmental training. She also described safeguards for "substantial modification" of exempt projects and a new reconsideration path.
During public comment residents raised concerns about community plan exemptions (CPEs) being less visible and about practical limitations of the new map (searchability, disappearing map dots); speakers asked for CSV/CSV export and overlays for plan-area boundaries. Commissioner questions focused on subscription lists, whether the map replaces mailed notices (it does not), and how community plan exemptions will be shown. Following discussion, Commissioner Bridal moved to transmit a memorandum to the Clerk of the Board certifying the department has put the CADEX map in place such that Chapter 31 provisions may become effective. The Commission voted unanimously 7-0 to advise the Clerk accordingly.
