Planning Commission backs changes to Mission Alcohol Special Use District, urges staff to clarify grocery language

A proposal co-sponsored by Supervisors Wiener and Campos would amend the Mission Alcohol Beverage Special Use District and related Valencia Street controls to ease some restrictions while preserving neighborhood protections. The changes would allow conditional transfers of liquor licenses inside the district (so community-serving stores could acquire existing licenses), permit up to four months of closure to make improvements without forfeiting a license, allow relocations or expansions with conditional-use review and "good neighbor" policies, and revise grocery-store exemptions so smaller grocers are encouraged to use existing liquor licenses.
Planning staff supported the substance of the proposal and recommended clarifying edits to simplify implementation. Safeway representatives asked staff to ensure large grocery stores remain preserved under the existing exemptions and sought to work with staff through the Land Use Committee to avoid unintended consequences for large-format grocers. Commissioners asked staff to continue refining the grocery-store language and to preserve the policy intent.
The Commission voted unanimously to recommend approval with modifications and directed staff to continue working with the supervising offices and affected retailers before the item is heard by the Board of Supervisors.
