Planning Commission approves amendments to Hunters Point Phase 1 design for development

The Planning Commission unanimously approved amendments to the Design for Development (D4D) document for Phase 1 of the Hunters Point Shipyard redevelopment.
Planning staff and OCII staff described the changes as administrative and clarifying but with several substantive adjustments: re‑distributing dwelling units across five blocks (without increasing the overall Phase 1 cap), instituting view corridors, modest increases in allowable bulk for some 100% affordable housing lots, and smaller townhouse lot sizes to better fit the site topography.
Wells Lawson of the Office of Community Investment and Infrastructure said infrastructure for the Phase 1 area is complete and that construction was expected to begin imminently: “We are breaking ground this month,” he told the Commission. OCII said the amendments align land‑use controls with the 2010 approvals and make Phase 1 more implementable.
Speakers from the Hunters Point CAC and community organizations expressed support for moving the project forward, noting expected construction jobs, affordable housing units and expanded open space. The Commission approved the amendments 7–0; staff and OCII will return with future phased applications as vertical design work advances.
The Commission’s action enables the successor agency and developer to proceed with next steps in Phase 1 implementation.
