Planning Commission upholds amended MND for Mission Dolores Park after lengthy public comment on dog play areas

The Planning Commission on May 2 unanimously upheld the amended Mitigated Negative Declaration (AMND) for the Mission Dolores Park Rehabilitation and Improvement Project, rejecting an appeal that argued the environmental analysis was inadequate.
Planning and environmental staff presented the AMND and their responses to appeal comments, describing proposed changes including reconfiguring athletic courts, adding a new multi‑use court, widening and adding internal pathways, removing one building and constructing three new structures, and other site improvements. Staff told the commission they found no substantial evidence that a full Environmental Impact Report (EIR) was required. "Staff recommends that the Planning Commission adopt the motion to uphold the amended MND," planning staff said.
Public comment that followed was extensive and largely in support of the park renovation and the retention of two dog play areas. Lindsay Kefauver and other coordinators of Dolores Park Dogs described 15 years of organized stewardship and said the two dog play areas resulted from prior Rec & Park approvals and public outreach. Multiple speakers including Jill Enderdonan, Robert Brest (Dolores Park Works), and Andrea O'Leary recounted broad community engagement and urged the commission not to overturn the plan.
Rec & Park project manager Jacob Gilchrist outlined a multi‑year outreach process and quantified project changes, saying the principal contributor to the AMND's 0.8‑acre change in pervious/impervious surface is added pathways and a 7,200‑square‑foot multi‑use court; he emphasized the park would remain public open space.
Commissioners discussed CEQA procedure and the adequacy of the AMND as an informational document; several members said the AMND was accurate and complete for the purposes of the Planning Commission’s review. Commissioner Seguin moved to adopt the motion to uphold the AMND and the Commission voted unanimously to do so.
What happens next: Rec & Park will continue the project design and proceed with required approvals; the AMND ruling allows the renovation process to continue toward implementation.
