The Planning Commission unanimously approved on May 2 a conditional use authorization allowing the conversion of a limited restaurant at 354 Clement Street (doing business as Shabu House) into a full restaurant with on‑site alcohol sales.
Planning staff recommended approval with conditions after a review of the project's consistency with the InterClement neighborhood commercial district and applicable height and bulk controls. "The department recommends approval with conditions and believes the project is necessary and or desirable," planning staff said during the presentation.
Supporters at the hearing said the restaurant would be a locally owned operation that adds retail variety to the neighborhood without materially changing its character. "Approving the application would allow a locally owned, Shabu‑style restaurant in the inner Clement Street neighborhood to exist," George Lee, representing the property owner, told the commission.
Commissioner Antonini moved to approve the conditional use; the motion was seconded and passed on a 6–0 vote.
The project site will continue to be subject to the InterClement NCD controls and the approval includes the conditions recommended by staff; any appeals would follow standard review procedures.
What happens next: staff will finalize the conditions of approval and advise the applicant on required ABC licensing steps for on‑site alcohol service.
