The Board of Appeals on May 9 granted an appeal relating to work at 3025 Scott Street and conditioned issuance of the permit on submittal of drawings showing French drains, catch basins and the grade at the fence line.
Neighbors had appealed an alteration permit that was filed to correct retaining‑wall height and to address a notice of violation. Appellants described significant regrading and a makeshift fence attached to an existing Good Neighbor wall, claiming drainage and erosion issues affecting adjacent yards. The permit holder said the work was limited, that French drains and a catch basin were installed under separate permits and signed off by plumbing inspectors, and that the retaining‑wall correction was to bring a portion of the wall below the code threshold for fall protection.
DBI inspector Joe Duffy reviewed records showing the permit was issued 02/20/2018, was inspected, and that plumbing permits for drainage were completed. Commissioners noted remaining questions about grade changes along the fence line and requested that the permit be conditioned on drawings showing location and depth of drains and the grade at the fence. Commissioner Lazarus moved to grant the appeal and require those drawings; the motion carried unanimously. DBI will review submitted drawings and may perform or request further field verification if necessary.
