Planning Department previews FY2013—15 budget to commission; staff reports revenue surplus and proposed staff increases

SAN FRANCISCO — The Planning Department presented its proposed fiscal-year 2013—15 budget to the Planning Commission on Jan. 31, reporting a notable revenue surplus and asking the commission to review staffing and program priorities ahead of a requested approval in two weeks.
Finance manager Keith DeMartini told commissioners the department is projecting approximately a $6,000,000 revenue surplus in the current fiscal year driven by larger project fee revenues and that fee revenues are expected to increase by about 19% into the next fiscal year (including CPI indexing of fees). "We are expecting approximately $6,000,000 revenue surplus in the department's budget," DeMartini said.
The presentation proposed roughly eight additional full-time equivalent positions in the department to support expanded work in historic preservation, general-plan implementation, transportation analysis, communications and public outreach; the budget also proposes a new preservation compliance planner, a programmer to support the permit tracking system, and modest stipends for historic-preservation commissioners.
Commissioners pressed for the more detailed, line-item breakdown and FTE counts; staff promised additional materials for the commission and said the formal vote to approve the department's budget would come at the next scheduled commission meeting before submission to the Mayor on Feb. 21. Commissioners also asked staff to provide an update on impact-fee receipts and how those funds will be programmed for community-improvement projects in Market Octavia and other plan areas.
