The Board of Appeals denied a rehearing request from an applicant seeking a street‑artist or craftsperson certification that had been denied by the Arts Commission. Appellant (Ms. Trebeau) presented a rehearing request citing a shelter address and the Mission Cultural Center (Soma Arts) as her production location and alleged delays and procedural problems with the Arts Commission's handling of her application.
Anne Trickey, Market Manager for the Arts Commission's street‑artist program, told the Board the program — governed by Article 24 of the Police Code — requires applicants to supply a residence address and a studio address for verification; she said the Arts Commission had no record of a verifiable home or studio address from the appellant. City Attorney Brad Russi advised commissioners that a one‑year bar on reapplication exists under the tax code but that a changed circumstance (a new, verifiable address) could constitute an exception. Commissioners concluded the rehearing request did not present new material facts sufficient to prevent manifest injustice and voted to deny the rehearing request.
