Staff said the proposed roughly 0.88‑acre park would be built in the Daggett Street right‑of‑way and that Archstone was seeking an $1,880,000 waiver of Eastern Neighborhoods infrastructure impact fees in exchange for park construction and future maintenance.
Staff described park amenities including unprogrammed lawn areas, seating, play/architectural features, ADA accessibility, a dog run, stormwater‑management features and a public‑art piece. City staff estimated the value of improvements at about $3.72 million, well over the waiver being requested, and said the park had been a priority project in Eastern Neighborhoods planning and was supported by multiple city agencies and the community advisory committee.
Public commenters including neighborhood parks advocates endorsed the proposal; the Office of Economic and Workforce Development explained appraisal and payment arrangements for transferring the underlying port trust parcel to the city. Commissioners praised the design and voted unanimously to approve the in‑kind agreement and impact‑fee waiver.
