Board denies jurisdiction request for 1382 Page Street, finds no city-caused delay

On Jan. 10 the San Francisco Board of Appeals denied a jurisdiction request from John Sullivan related to a building permit for 1382 Page Street that authorized three dormers and interior work. The zoning administrator and DBI inspector told the board that the permitted scope (three dormers, interior bathroom/kitchen work) did not require neighborhood notification under the Planning Code and that the dormer work could be approved over the counter.
The requester argued the dormers and related changes would affect roof access and privacy and claimed he had not seen notice in a timely way. Planning (Scott Sanchez) responded that the planning department did not perform neighborhood notification for this permit but that an alternative subscriber notice service may have been the source of any notice the requester received. DBI inspector Joe Duffy said the permit was issued in accordance with the building code and that DBI routinely approves similar remodels.
Commissioner Lazarus moved to deny the jurisdiction request on the basis that the city did not cause the late filing; the motion passed with recorded ayes. The matter was dismissed at the hearing and the permit stands as issued subject to applicable enforcement.
