Board of Appeals sets recruitment steps after director announces retirement

Cynthia Goldstein, executive director of the San Francisco Board of Appeals, told members at the Dec. 13 meeting that she plans to retire next year and recommended a quick recruitment to avoid staff disruption. She asked the board either to adopt a draft job announcement or to delegate authority to finalize and post the announcement and to name a liaison to coordinate with Human Resources.
Heather Johnson of the Department of Human Resources outlined a timeline that would allow the board to approve a new executive director by mid‑March if the job is posted immediately. Johnson said DHR can do an initial screening of applicants after the holidays, report back in January on the size and quality of the applicant pool, and help assemble a peer review panel if the board wants one.
Commissioners discussed outreach, application deadlines and interview participation. Several commissioners volunteered to serve as a liaison; the board moved, on Commissioner Anne Lazarus’s motion, to nominate Vice President Frank Fung as liaison, authorize posting the job through DHR and its recruitment/advertising firm, and authorize DHR to screen applicants for minimum qualifications and return in January with a report. The motion carried on a recorded vote. The board said additional recruitment details would be returned to it in January.
