Planning Commission continues CEQA amendments after heavy public protest over notice

The San Francisco Planning Commission on Nov. 15 voted 6–1 to continue three agenda items — including proposed amendments to Administrative Code Chapter 31 related to CEQA procedures — after public commenters and several commissioners said the department’s notice and outreach were insufficient.

Members of the public and environmental groups urged the delay. Eric Brooks of the San Francisco Green Party and representatives from the Sierra Club, San Francisco Tomorrow and neighborhood coalitions said they received limited time and late materials and asked that the commission give stakeholders more time to review the proposed changes. Sue Vaughn of the Sierra Club told commissioners she received documents “about 11:15 p.m. last night” and supported a continuance to allow meaningful public review.

Commissioners debated possible dates before Commissioner Antonini moved to continue Item 1 to Dec. 13, Item 6 to Dec. 6 and Item 11 (the CEQA amendments) to Nov. 29. The motion carried on a roll‑call vote of 6–1; Commissioner Seguin/Segaya cast the sole no.

Why it matters: Commissioners and city advocates said the administrative code changes affect how the city performs environmental review and could alter procedural rights in ways that merit robust stakeholder input. Several speakers and commissioners asked staff to compare the current proposal against prior attempts in 2006 and 2010 and to provide clearer explanations of changes that commenters say could limit protections or alter appeal procedures.

What’s next: Item 11 is continued to Nov. 29 for further consideration; sponsors, staff and interested parties will have additional time to confer and provide supplemental materials. The supervisor who requested the date will hold Board hearings after the Planning Commission’s Nov. 29 session, staff said.
