Commission approves entertainment permit for Valencia Street restaurant with conditions

The Planning Commission unanimously approved a conditional-use authorization on Sept. 13 to allow live mariachi entertainment at a Valencia Street restaurant (case 2012.0561C), restoring a longstanding neighborhood music tradition.

Planning Department staff member Britney Bendix presented the request for the establishment of an entertainment use at 901 Valencia Street and noted there would be no physical changes to the building. Bendix said the department received six letters of support and one letter from neighbors in opposition, and that “these discussions appear to have reassured neighbors that their concerns have been addressed” through new management and operating standards.

Project sponsor Marsha Garland described the Barrios family’s ownership history and operations, saying the family has owned the restaurant since 1951, that the space had been renovated and that a professional security plan is in place. Members of the Barrios family addressed the commission in support of restoring live music as part of the restaurant’s cultural identity.

Public commenters, including neighborhood merchants, voiced support for the reopening. Commissioner Bridal moved to approve the authorization with commission conditions; the motion passed by unanimous roll call.

The approval was described by staff as ‘‘necessary and desirable’’ and consistent with planning-code requirements; staff noted that operating standards agreed with the neighborhood and coordination with the Police Department and security providers had reduced opposition. The commission recorded the approval and moved on to the final agenda items.
