The San Francisco Board of Appeals on June 28 denied rehearing requests from appellants Jimmy Zara and Tiffany Vasquez challenging permits related to work at 2961 Twentieth Avenue. Vice President Frank Fung moved to deny the rehearing after hearing testimony from a private housing inspector and argument from the permission holder's representative.
Appellants argued permitting errors and raised concerns about expired permits and procedural irregularities. Albert Boseberg, appearing for Salvatore Timpano, introduced a sworn affidavit from private housing inspector Claudio Bauer, who testified that an unpermitted basement unit and expired permit timelines complicated the permitting record. Sarah Connors, who identified herself as successor trustee for the property owner, said appellants had not presented new facts required to support a rehearing and described long-standing tenant and trust issues at the property.
Commissioners considered whether material new information had been introduced since the board’s earlier May hearing. Several commissioners said the presentations at the June 28 meeting repeated matters already before the board. Vice President Frank Fung moved to deny the rehearing requests on the ground that no new information had been presented; the motion carried in a roll call vote and the board denied the rehearing requests.
The board’s action leaves the earlier decision on the permits in place. No additional departmental conditions or follow-up tasks were recorded at the hearing.
The board adjourned consideration of this matter and proceeded to the next agenda item.
