Owner Christopher Smith and operations partner Tad Cortel described public‑safety improvements they have made since opening, including bright exterior lighting, security cameras, and a posted, trained security team that coordinates with police. “We recently won best small club ... Our goal is to be essentially a beacon of light at the corner of Sixth and Mission and to be a transformational force in the neighborhood,” Smith said.
Several nearby business owners and community organizations testified in support, saying Monarch’s presence and on‑street security have improved the corridor’s safety and vitality. Supporters and commissioners emphasized that staggered closing times reduce street congestion and noise by spreading patrons’ departures over a longer period.
The motion approved by the commission requires the department to conduct an informational review nine months after the first day of extended hours; during that period, extended hours are limited to Thursday through Sunday. If, after the review, the zoning administrator determines conditions have been met, an administrative expansion to seven days may be allowed without an additional planning commission hearing. The motion passed unanimously.
