Planning Commission adopts updated Community Safety Element to guide city disaster preparedness

The Planning Commission on Thursday unanimously adopted a revised Community Safety Element intended to guide San Francisco’s preparation for, response to and recovery from major disasters.
The 2012 update, introduced by Lily Langlois of the Planning Department, reorganizes the element into mitigation, preparedness, response and recovery sections and incorporates recent programs and agency comments, including the Earthquake Safety Implementation Program and Neighborhood Emergency Response Team updates. Langlois said the update also adds a community engagement program and a new online donations initiative, Give2SF, to help fund recovery efforts.
Alicia Johnson of the Department of Emergency Management described the city’s expanded outreach work, citing partnerships with the California Academy of Sciences exhibits, the Great ShakeOut and a smartphone app called SF Heroes. “Our community engagement program initiates and coordinates that mission,” Johnson said in the hearing.
Commissioners asked for clarification on regional coordination, agency roles and timelines for follow‑up task forces. Planning staff said the element is an umbrella document and that more detailed interagency org charts and regional coordination materials will be provided in memos and packet materials.
Commissioner Ron Miguel moved adoption; the motion passed unanimously. Staff noted the update will help San Francisco compete for mitigation and recovery funding and that many implementation actions will be carried out by other city departments. The department will supply requested clarifying memos and an implementation timeline to the commission.
