Planning Commission grants extension for 1 Rincon Hill Phase 2; sponsors say financing in place

The Planning Commission unanimously approved a requested extension for the performance period of 1 Rincon Hill Phase 2 on May 24, allowing the project sponsor to obtain permits and proceed toward construction. Staff characterized the item as a time-extension request for a previously entitled project; the public hearing was brief and included both supportive remarks and objections from nearby owners.

Project sponsor Michael Krasier (Urban Pacific) reported the Phase 2 entitlement is ready to proceed: financing documents were presented at the hearing and the sponsor said the construction loan and equity were in place, a guaranteed maximum-price contract existed with the builder, and pre-construction fees were paid. The proposed Phase 2 scheme includes approximately 299 residential units (with over 40% configured as two-bedroom units), about 19 parking spaces, and a roughly $25 million contribution in city fees toward affordable housing, infrastructure and schools.

Speakers included a Phase 1 unit owner who expressed concern about view impacts and asked that the developer honor purchase representations about relative heights; staff confirmed the present item is only an extension request, not a re-entitlement or height-change application. Commissioner comments acknowledged requests for supplemental demographic data (owner-occupancy rates, presence of children) and asked staff to follow up with reporting as a post-approval item.

The extension motion passed unanimously on a voice/roll-call vote. Staff noted they will follow up on outstanding questions from neighbors and coordinate responses to requests for additional information.

Next steps: the sponsor indicated permits could be picked up and construction could begin within weeks of the extension; staff will monitor compliance with conditions and follow up on neighbor inquiries.
