Commission initiates update to Community Safety (disaster resilience) element, schedules adoption hearing

The Planning Commission voted unanimously to initiate amendments to the Community Safety Element to broaden focus from seismic mitigation to preparedness, response and recovery, and scheduled a public adoption hearing for June 14.
Planning staff presented a proposed 2012 update to the Community Safety Element on May 10, describing an expanded approach to disasters that emphasizes mitigation, preparedness, response and long-term recovery and reconstruction.
Presentations by Lawrence Kornfield (City Administrator’s Office) and Kava/Kaye Siliva (Department of Emergency Management) described how the update builds on prior work (CAPS — Community Action Plan for Seismic Safety), integrates the Resilient SF Initiative, and links to hazard mitigation plans, lifelines coordination, debris management and advanced recovery frameworks. The update broadens coverage to additional hazards — including medical emergencies, communications failures and terrorism — and calls for new policies such as repair-and-reconstruction ordinances and temporary permitting centers to speed recovery.
The commission voted to initiate the General Plan amendment and scheduled an adoption hearing for June 14. Staff said the update will help the City secure hazard mitigation funding and better coordinate regional recovery planning.
