Board conditions deck permit on revised drawings, geotechnical report at Dealwood Way property

The San Francisco Board of Appeals on Aug. 24, 2016, granted a contested alteration permit for 265 Dealwood Way after approving revised drawings and requiring the project to include the submitted geotechnical report and third‑party observation during drilling.
DBI inspector Joe Duffy described a proposed drilled‑pier foundation system consisting of three 18‑inch piers with approximately 3 feet of embedment into bedrock; DBI engineer Cyril Yu reviewed and accepted the design. Duffy said DBI would require geotechnical observation during drilling and add special inspections and reporting to the permit.
The permit holder, Bill O’Connor, said the owners had complied with requirements and were ready to proceed. Appellant concerns focused on whether the geotechnical report must be reviewed specifically by a licensed geotechnical engineer and whether DBI’s reviewers met the standard specified in the department’s information sheet (S‑O‑5). Appellants urged strict adherence to codes intended to prevent future hazards in hillside areas.
DBI staff said the report was prepared by a geotechnical engineer and that DBI engineers (plan checkers) had reviewed it and accepted it; DBI also said that if the project later rose to slope‑sensitivity levels the review might differ, but that project special inspections and a third‑party geotechnical observer would be required during construction to verify proper installation. The board accepted DBI’s recommendation.
Vice President Frank Fung moved to grant the appeal and issue the permit conditioned on adoption of the revised drawing dated 08/19/16 (sheet SK1) and adoption of the geotechnical report; the motion passed unanimously (4–0). The board recorded that special inspections and geotechnical observation would be part of the permit record.
