The Planning Commission voted to initiate amendments necessary to adopt the Glen Park Community Plan as an area plan of the General Plan and to create new planning code and zoning map changes that will implement the plan.
Staff summarized the plan’s goals: preserve the village‑scale character around the Glen Park BART station, enhance pedestrian and transit safety, improve connections to Glen Canyon Park and create targeted open‑space and height controls to protect the village core. Proposed technical changes include establishing a new Neighborhood Commercial Transit (NCT) zoning district, a 30‑foot inner‑village height band in sensitive interior blocks and a 5‑foot bonus for active ground‑floor commercial uses.
John Sway and colleagues told commissioners the plan reflects extended community engagement and recommended initiation and a November 10 adoption hearing. Commissioners complimented the process and the plan’s clarity. Commissioner Miguel moved to initiate the required General Plan, planning code and map amendments and to set a November 10 adoption hearing; the motion passed without objection.
Next steps: staff will proceed with environmental review and return with the final adoption package on the scheduled date.
