Planning staff report positive early results from Preliminary Project Assessment program

Staff reported that, in seven months, 20 PPAs were filed and 12 were issued (11 within the 60-day target, average 55 days); staff said average processing time is about 46 staff-hours and that the fee structure is roughly cost-neutral.
Planning Department staff updated the commission on the Preliminary Project Assessment (PPA) program, designed to provide early, written guidance to sponsors of medium- and large-scale projects.
"We are committed to turn around PPA letters within 60," Corey Teague told the commission, adding that staff issued 12 PPAs in the first seven months and that 11 of those were completed within the 60-day timeline. Teague said average issuance time was 55 days and — excluding one outlier project — average staff time per PPA was about 46 hours and the average processing fee charged ($4,519) was close to the calculated average processing cost ($4,461).
Commissioners asked for follow-up metrics about how many of the PPA projects actually progress to final environmental and entitlement filings; staff said sponsors have 18 months to file final applications and that it is too early to judge long-term effectiveness. Staff said all PPA letters are posted online for transparency and that the department will continue refining internal coordination and assignments among planners.
The commission did not act on policy changes; staff said it will continue the program and provide future performance reports.
