A contested hearing over a proposed vertical expansion at 197 Laidley Street ended with the Planning Commission declining discretionary review and approving the project on July 21.
Neighbors organized under a "Doctor requester" petition and multiple speakers, including Dagmar Kreisma, Brian Lee and others, urged the commission to take discretionary review. They argued the project would be out of scale for the block's east side, add a projecting tower element, eliminate front setback transition, and set a precedent for further tall infill on substandard lots. Speakers provided photo montages and raised concerns over notification and the adequacy of neighborhood outreach.
The project sponsors, Ben and Leah Coleman, and their architect said the existing building is derelict and needed structural rehabilitation; they said the current design was reduced from earlier, larger proposals after multiple meetings and resulted in a compromise of roughly 4.5 feet of added height. Supporters and several neighbors spoke in favor of the modest variance to revitalize a derelict property.
Commissioners debated the sufficiency of context drawings and whether the proposal met thresholds for discretionary review under the abbreviated review process. After discussion, a motion to not take discretionary review and approve the proposed demolition and new construction passed unanimously. The zoning administrator noted variance appeal procedures and the commission thanked staff for continued work with the architect on administrative items.
