Commission approves rooftop wireless antenna permits after health and visual concerns debated

Planning staff presented three conditional-use applications for rooftop wireless transmission facilities on July 28, describing required community outreach, photo simulations and RF-exposure analyses reviewed by the Department of Public Health. Projects included Verizon at the Kaiser French campus (proposed screening and flush-mounted panels), AT&T at a public parking garage on Lombard Street, and MetroPCS modifications at 888 Innis Avenue.
Project engineers and sponsor representatives said tests showed emissions well below federal limits; AT&T reported site measurements at nearby school locations at approximately 1.8% of the applicable FCC public-exposure limit. Nonetheless, several neighbors and school-area parents testified with health concerns and asked planners to consider alternative locations. Other residents said coverage is already adequate where they live and asked planners to review siting needs.
Commissioners emphasized that RF health reviews are initiated at the Department of Public Health and that the planning commission relies on those determinations; several commissioners noted the sites were designated "preferred" locations under the city's wireless-siting guidelines. After discussion, motions to approve the conditional-use permits with conditions on screening and equipment placement carried unanimously.
