Owners Joe Hargrave and Sarah (last name on record) described local outreach and their track record operating a successful Tacolicious location. Dozens of neighborhood residents, local employers and small-business owners, including La Palma Foods, testified in favor, citing job creation and activation of a vacant storefront.
Commissioners requested and added CEQA preamble language and a finding clarifying that measures addressing noise and odor are intended to reduce neighborhood disturbance and are not CEQA mitigation measures. The motion to approve with those additional findings passed unanimously.
Commissioners noted the project’s active neighborhood outreach and asked staff to ensure conditions address neighbor concerns about drainage and operations.
