Planning commission accepts Hult (Holt) International Business School institutional master plan, asks for neighborhood outreach

Staff presented an institutional master plan from Holt International (Hult) Business School proposing growth at 1355 Sansom Street from roughly 28,000 to 50,000 square feet and potential enrollment growth from about 250 students to 520. Staff noted the building has an existing parking garage and shuttle service and that the department received seven public comments about parking. The department recommended receiving the plan and not requiring a public hearing.

Neighbors and speakers at the public comment period expressed concern about student parking on neighborhood streets and asked for a pause to allow community meetings. Joe Luttrell and other neighborhood representatives said they learned of the agenda item only the day before and urged the commission to allow a brief postponement to meet with school representatives. The project sponsor's architect (Lee Moulton) and a student/staff speaker described the program's international student profile, shuttle access to Levi's Plaza parking and that only a small number of students drive; they proposed outreach and an education campaign for students about neighborhood parking.

Commissioners clarified that institutional master plans are informational filings (not action items) and do not trigger a vote to approve uses. Several commissioners supported accepting the plan with a caveat that the school document that it met neighbors and provide a follow‑up letter to the Planning Department; staff will share that letter with the commission. The commission closed the public hearing and accepted the institutional master plan with that caveat.
