The commission heard a mandatory discretionary review for a building permit to install approximately 15 panel antennas and limited accessories at Sutro Tower for Clearwire—s WiMAX mobile broadband service.
Kristen Peters for Sutro Tower explained that the antennas were analyzed as part of the DTV conversion environmental review and that a recent Clearwire RF exposure study predicted exposure well below public limits. Planning staff noted the antennas had been included in the DTV conversion EIR but the city attorney advised that the commission must adopt CEQA findings specific to this permit.
Neighbors raised concerns about visual overconcentration of antennas and RF exposure. Sutro and Clearwire engineers offered to answer technical questions and stated monitoring and structural conditions would be applied.
The commission agreed to continue the item to the January 27 meeting to allow staff to prepare the CEQA findings requested by the city attorney and to provide a full administrative record. No final permit action was taken at this hearing.
