Board continues appeal at 15 Allison St. to allow DBI site inspection

The Board of Appeals continued an appeal concerning a site permit at 15 Allison Street to allow the Department of Building Inspection (DBI) to conduct a site inspection.
Appellants Cosmas and Veil Skinis, represented by Nick Skinis, alleged interior alterations and unpermitted construction took place prior to plan approval and reported ongoing jackhammering and noise. DBI Senior Inspector Joseph Duffy and Planning Department staff confirmed the site permit was issued on 06/09/2014 and that an addendum for the project is on hold because of the suspension; DBI said it had received an anonymous complaint on 05/08/2014 and had attempted site visits but had not gained access to the property.
The Board asked DBI to prioritize entry; Duffy said an inspector could visit the property before the end of the week to determine whether work had been started without an issued permit. Commissioner Fung moved to continue the matter one week to Aug. 27 to allow the DBI site visit; the motion passed 3-0.
The continuance leaves the record open for DBI’s findings and preserves remedies should the department find work was performed before permit issuance.
