The Planning Commission unanimously adopted the Better Streets Plan and related actions on Oct. 28, approving CEQA findings (a Mitigated Negative Declaration), initiating general plan amendments to incorporate the plan's guidance into the urban design and transportation elements, and recommending planning and administrative code changes to consolidate street-improvement requirements.
Staff described the plan as a comprehensive, citywide set of guidelines for the pedestrian realm and right-of-way design that reflects a multi-year public process with a community advisory committee and more than 100 public meetings. The plan consolidates scattered planning-code provisions into a single set of requirements and updates the Administrative Code policy that directs interagency coordination for street improvements.
Commissioners praised the plan's broad consensus among agencies and civic groups, highlighted its role in improving pedestrian safety and urban design, and approved three related actions (CEQA findings, general plan amendments, and the plan/adopting ordinances) in a single vote. Staff said mitigation measures and a Mitigation Monitoring and Reporting Program would be incorporated and applied to future right-of-way projects as appropriate.
