The appellant presented photographs, a petition and a letter reporting access issues for customers with disabilities.
AT&T counsel and DPW staff said field engineers conducted site surveys and reported that the suggested alternative locations violated the department’s Surface Mounted Facility (SMF) placement guidelines — including required clearances from driveways, hydrants and other above-ground structures — and that some alternatives would not be ADA-compliant or would require cutting protected trees or obtaining city easements.
Several commissioners said the diagrams and engineering conclusions provided orally were not sufficient; they asked for accurate, scaled drawings and engineering documents that identify clearance dimensions, driveway cuts and other constraints. The Board ordered the permit holder and DPW to submit exhibits documenting technical infeasibility; the hearing was continued to June 25 with a briefing schedule and an opportunity for rebuttal filings.
